Changes the Bradley Board of Directors' role from "oversee" to "manage" the operation and development of Bradley International Airport, effective from passage.

Restructures the seven-member board composition effective July 1, 2011, removing ex-officio voting positions for the Commissioner of Transportation and Commissioner of Economic and Community Development and replacing them with representatives from the Connecticut Transportation Strategy Board and Bradley International Community Advisory Board, plus five private sector members appointed by various legislative leaders.

Expands the board's authority to independently develop organizational structure, approve budgets and contracts, engage consultants, hire managerial employees, and set salaries, removing requirements for consultation with or approval by the Commissioner of Transportation.

Allows the board to select and engage consultants exempt from state procurement procedures, with costs reimbursable from the Bradley Enterprise Fund.

Makes the Commissioners of Transportation and Economic and Community Development nonvoting, ex-officio members, with the board operating within the Department of Transportation for administrative purposes only.
