Operators of motor vehicles must remove accumulated ice or snow from their vehicles, including hoods, trunks, and roofs, to prevent threats to persons or property, with a $75 fine for violations.

Operators whose dislodged snow or ice causes personal injury or property damage face fines of $200-$1,000 for noncommercial vehicles or $500-$1,250 for commercial vehicles.

Exempts operators from snow and ice removal requirements during active periods of snow, sleet, or freezing rain and while a vehicle is parked.

Adds exemption for operators with disabilities who display special license plates or windshield placards issued under section 14-253a.
