Removes the 14-day rental exemption and requires all persons renting non-personal watercraft vessels from boat liveries to obtain a valid U.S. Coast Guard vessel operator license or safe boating certificate prior to rental.

Requires boat livery owners, agents, or employees to administer an equivalency examination testing safe boating knowledge to rental customers who lack a valid Coast Guard license or safe boating certificate, and issue a certificate upon passing.

Mandates boat livery operators to maintain records for at least one year of each rental customer's name, address, vessel registration number, departure date and time, expected return time, and the equivalency examination administered.

Requires vessel operators renting from boat liveries to carry and make available for inspection their valid Coast Guard license, safe boating certificate, or personal watercraft certificate along with the signed rental agreement and vessel number.

Prohibits boat liveries from permitting any rental vessel to depart without the operator possessing the required valid Coast Guard license, safe boating certificate, or personal watercraft certificate as applicable.
