Repeals and replaces Section 14-296aa governing mobile telephone use while driving, establishing uniform definitions for mobile telephones, hands-free accessories, and mobile electronic devices.

Prohibits operating a motor vehicle on a highway while using a hand-held mobile telephone to engage in a call or while using a mobile electronic device, with exceptions for emergency communications and authorized personnel.

Establishes uniform fines: $100 for first violation, $150 for second violation, and $200 for third or subsequent violation of hand-held mobile telephone restrictions.

Imposes stricter prohibitions on school bus drivers using hand-held mobile telephones while carrying passengers and on drivers under 18 years of age using hand-held mobile telephones on public highways.

Requires law enforcement to record the specific distracted driving behavior on summons forms and directs municipalities to remit 25 percent of fine revenue received to the state comptroller quarterly.
