Establishes a task force to study safety net services and develop proposals to improve access to public health, food assistance, child care, income support, and housing assistance programs.

Task force shall also develop recommendations to improve the temporary family assistance program and Jobs First program to ensure basic family needs are met and participants have adequate employment access.

Task force membership includes the Secretary of Office of Policy and Management, Commissioner of Social Services, Labor Commissioner, and chairs/ranking members of relevant Senate and House committees (13 members total).

Appointments must be completed within 30 days of the effective date, with the first meeting scheduled within 60 days.

Task force shall submit a report with findings and recommendations to the Governor and relevant legislative committees by January 1, 2012, and shall terminate upon submission or January 1, 2012, whichever is later.
