Amends section 17b-749 of the general statutes to allow parents attending college to receive benefits under the child care subsidy program.

Expands the Care 4 Kids program to include parents enrolled in college programs, who are currently ineligible for benefits.

Rationale is that parents will gain greater long-term economic benefit from earning a college degree compared to training for minimum wage positions.
