Repeals and replaces section 8-240p to establish a pilot microloan program where the Commissioner of Economic and Community Development grants funds to regional revolving loan programs to support microenterprise growth and development.

Amends section 12-81r(c) to require municipalities to notify the Commissioner of Environmental Protection, Commissioner of Economic and Community Development, and Secretary of the Office of Policy and Management within 30 days of granting tax abatements or fixed assessments, including the owner's or purchaser's name and property address.

Modifies section 13b-20o to authorize the Department of Transportation to set aside contract portions for contractors and subcontractors with gross revenues not exceeding $3 million in the prior fiscal year without diminishing existing set-aside requirements.

Revises section 32-9yy(d) to establish the "small business assistance account" as a nonlapsing account in the General Fund where loan repayments and financial assistance proceeds are credited and used by the Department of Economic and Community Development for the small business assistance program.

Updates section 32-56 regarding defense conversion assistance and section 38a-88a regarding insurance business tax credits and reinvestment fund certifications through technical clarifications and grammatical corrections.
