Joint standing committee on higher education shall develop plans to eliminate the Board of Trustees for the Connecticut State University System and replace it with individual boards of trustees for each of the four universities, each with nine gubernatorial appointees, a chairperson, and a student member.

Establishes an Executive Board of the Connecticut State University System comprising university presidents, board chairpersons, an executive director, and the Commissioner of Higher Education to oversee governance, policy, and operating funds.

Creates a Coordinating Council for the Connecticut State University System led by rotating university presidents to manage budgeting, finance, human resources, facilities, bonding, audits, government relations, information technology, transfer/articulation, and common standards.

Transfers Connecticut State University System responsibilities for student affairs, continuing education, institutional support, information technology, public relations, campus safety, institutional advancement, and auxiliary services to individual university staff.

Committee shall draft implementation legislation by June 1, 2011.
