Repeals and replaces Section 10a-6 to require the Board of Governors of Higher Education to implement a strategic master plan for higher education aligned with expanded state goals including economic development, affordability, and coordination with elementary and secondary schools.

Establishes a Planning Commission for Higher Education with 16 voting members appointed by legislative leaders and the Governor, plus ex-officio members from state agencies and higher education institutions, to develop and ensure implementation of a strategic master plan.

Requires the commission to establish numerical goals for 2015 and 2020 to increase bachelor's and associate degree attainment, improve workforce entry, and eliminate achievement gaps between minority and general student populations.

Directs the commission to examine funding policies and recommend changes including development of a finance model with base funding and performance-based incentive allocations for constituent units.

Sets deadline of January 1, 2012 for preliminary report and January 1, 2013 for the full strategic master plan, with biennial progress reports thereafter beginning January 1, 2014.
