Allows the Commissioner of Motor Vehicles to waive the $22.50 state identification card fee for applicants who voluntarily surrendered their motor vehicle operator's license or whose license was refused by the commissioner.

Extends fee waiver eligibility to veterans who are blind, as defined in state statutes sections 27-103 and 1-1f.

Permits fee waiver for residents of homeless shelters or other facilities for homeless persons, with the commissioner to adopt regulations establishing procedures and qualifications for such applicants.

Effective October 1, 2011.
