Changes violation classification for unauthorized all-terrain vehicle (ATV) and snowmobile operation from "infraction" to "offense" under Section 14-387, effective October 1, 2011.

Establishes a specific fine of $180 for violations of Section 14-387(5), which prohibits operating ATVs or snowmobiles on private land without written owner permission.

Adds Section 14-387(5) violations to the list of violations handled by the Centralized Infractions Bureau of the Superior Court.

Directs municipalities to receive one-half of all fines collected from Section 14-387(5) violations, with the state retaining the remaining half.

Maintains existing prohibitions on ATV and snowmobile operation on public highways, without functioning mufflers, with excessive noise, and on railroad rights-of-way.
