Establishes the Connecticut Milk Promotion Board within the Department of Agriculture, effective October 1, 2011, consisting of nine members including dairy producers, a consumer representative, the Commissioner of Agriculture, and agricultural committee chairpersons.

Board members are appointed by legislative leaders and must be Connecticut licensed dairy producers or represent consumer interests; members serve without compensation but receive expense reimbursement.

Board shall develop and implement promotional and research programs to promote Connecticut dairy farms and milk consumption, and submit annual reports to the joint standing agriculture committee.

Board may use funds from federal, state, or other sources and shall deposit collected money in a qualified public depository to be expended for administrative expenses.

Board shall assess a fee of ten cents per hundredweight on milk delivered by Connecticut milk producers, collected by dealers from producers or paid directly by producer-dealers by the last day of the month following production.
