Expands the definition of unlicensed trade practice to include advertising or listing offers to perform licensed work in print, electronic, television, or radio media without holding a required license.

Makes advertising unlicensed trade services a Class B misdemeanor, with the same penalties as actually performing unlicensed work, provided the Commissioner of Consumer Protection determines in writing that the work requires a license.

Allows courts to extend probation up to five years if a defendant cannot fully repay victims within the standard probation period.

Applies the advertising restrictions to section 20-334, requiring anyone offering to perform licensed trade work in any advertising format to first obtain proper licensure.

Effective date of October 1, 2011.
