Sets annual permit fee at $200 and allows permit holders to sell and ship gift baskets containing wine directly to consumers in Connecticut and other states subject to applicable local laws

Requires shipping labels to state "CONTAINS ALCOHOL—SIGNATURE OF A PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY" and mandates age verification via valid motor vehicle operator's license or identity card before delivery

Requires permit holders to obtain seller's permits, pay sales taxes, maintain separate sales records for the Department of Consumer Protection, allow audits, and display their permit number in online advertising
