• Requires blood collection technicians trained to AABB standards and meeting FDA guidelines (21 CFR 606) to operate all blood collection and apheresis equipment at blood drives in Connecticut, effective October 1, 2011.

• Mandates that supervisors of blood drives involving apheresis collections receive specialized training in apheresis procedures in accordance with FDA and AABB standards.

• Requires a practical nurse or registered nurse licensed under Connecticut General Statutes chapter 378 to be on-site for the entire duration of any blood drive.

• Prohibits blood drive entities from offering employees any financial payments or incentives based on their ability to recruit voluntary blood donors.
