Establishes a Division of Autism Spectrum Disorder Services within the Department of Developmental Services to coordinate services for individuals diagnosed with autism spectrum disorder.

Requires the Department of Developmental Services to adopt regulations defining autism spectrum disorder, establishing eligibility standards, and creating data collection processes for services regardless of age.

Authorizes the division to design and implement services including early intervention for children under age three, educational and vocational services for ages three to twenty-one, and adult services for individuals over twenty-one.

Directs the division to research funding streams and coordinate with the Department of Social Services to secure Medicaid reimbursement for home and community-based services for adults diagnosed with autism spectrum disorder but without intellectual disability.

Mandates that group health insurance policies provide coverage for diagnosis and treatment of autism spectrum disorder, including behavioral therapy, prescription drugs, psychiatric services, and physical/occupational/speech therapies.
