Replaces terminology "mental retardation" with "intellectual disability" throughout Connecticut statutes relating to the Department of Developmental Services to use more respectful language

Defines "intellectual disability" as having the same meaning as "mental retardation" (significantly subaverage general intellectual functioning with deficits in adaptive behavior manifested during the developmental period)

Updates references to "autistic persons" to "persons diagnosed with autism spectrum disorder" and changes "community training homes" to "community companion homes" or "community living arrangements"

Removes obsolete statutory sections (17a-213, 17a-216, 17a-278 to 17a-280, and 17a-283a) and eliminates outdated provisions regarding fiscal year 1989-1990 appropriation adjustments and facility certification requirements

Makes technical corrections to statutory language including replacing archaic pronouns and updating procedural timeframes and notice requirements throughout developmental services statutes
