Local boards of education must submit itemized cost estimates to the board of finance, board of selectmen, or appropriating authority at least two months before the annual appropriations meeting.

The board of finance, board of selectmen, or appropriating authority must provide spending recommendations and suggestions for consolidating noneducational services and achieving financial efficiencies within ten days of receiving the estimate.

Boards of education may accept or reject recommendations and must state reasons for any rejections on the record.

Emergency fund transfers made by designated personnel must be announced at the next regularly scheduled board meeting with an explanation provided to the municipal legislative body.

"Itemized estimate" is defined as a budget broken into one or more line items within broad categories including salaries, fringe benefits, utilities, supplies, and grounds maintenance.
