Prohibits restrictions on resale of tickets included in subscription or season ticket packages, including conditions of purchase or conditions to retain future purchase rights (effective January 1, 2012).

Prevents denial of venue access to ticket holders based solely on the grounds that their ticket has been resold.

Requires ticketing systems to offer purchasers an option to buy tickets transferable to any party at any price and time without additional fees, with an exception for paperless ticketing if paper/e-ticket alternatives at the same price are offered.

Prohibits operators from requiring "will call" as the only ticket delivery option and mandates offering box office or advance will call pickup without requiring credit card presentation.

Requires ticket sellers to offer an option to purchase or pick up tickets at the venue without service fees, with exemption for 501(c)(3) tax-exempt entities issuing 3,000 or fewer tickets per performance.

Violations constitute class B misdemeanors.
