Requires the Commercial Recording Division of the Secretary of the State to establish an electronic business portal as a single point of entry for business registration under Connecticut General Statutes titles 33 or 34.

Portal must provide explanatory information and electronic links from multiple state agencies including Labor, Workers' Compensation Commission, Economic and Community Development, Environmental Protection, Revenue Services, and Connecticut Development Authority.

Portal shall assist business entities in determining permitting and licensage requirements, identifying state revenue responsibilities and benefits, and locating available state financial incentives and programs.

Information provided for business registration may be shared with state agencies and quasi-public agencies for economic development, revenue collection, and statistical purposes as allowed by law.

Takes effect January 1, 2012.
