Establishes a college transition pilot program at three adult education programs operated by local or regional boards of education, effective July 1, 2011, using existing budgetary resources or available federal, state, or private funding.

Adult pilot program offers college preparatory classes to individuals with high school diplomas or equivalents who need intensive postsecondary developmental education to directly enroll in higher education institutions.

Establishes a second college transition pilot program at James Hillhouse High School and Gateway Community College for high school students not yet holding diplomas who require developmental education to enroll directly in higher education.

Requires the Commissioners of Education and Higher Education to submit a report by October 1, 2012 detailing participant demographics, subject matter covered, improvement levels, college placement examination results, college enrollment outcomes, and cost comparisons with traditional postsecondary developmental education.
