Comptroller and Commissioner of Social Services shall jointly develop and contract for pharmacy benefit management services for state employees and Medicaid recipients, with a plan to be submitted to the joint standing committee for approval by July 1, 2012.

Establishes prescription drug pricing for state employees and Medicaid recipients based on actual acquisition costs negotiated by the state, effective July 1, 2011, with options for unified pricing by July 1, 2012.

Authorizes the Comptroller to offer nonstate public employers (municipalities, school districts, libraries, quasi-public agencies) the option to purchase prescription drugs for their employees and retirees under state purchasing authority, subject to Health Care Cost Containment Committee approval.

Permits state employees' group health insurance plans to be converted to self-insured plans with third-party administrators, and allows dental plans to remain fully insured.

Eliminates separate reimbursement rates and fee structures for Medicaid, general assistance, ConnPACE, and AIDS drug assistance programs by consolidating them under unified medical assistance program payment rates.
