Requires local and regional boards of education to develop a written layoff procedure policy effective July 1, 2011, if no such procedure is agreed upon with the exclusive employees' representative organization.

Mandates that layoff policies must include specific factors for determining which teachers are laid off and the weight given to each factor, with the explicit prohibition that years of service cannot be the primary factor.

Amends section 10-151(d) of the general statutes to incorporate the new layoff procedure policy requirements into the existing teacher contract termination provisions for tenured teachers.

Allows boards of education to use either a collectively bargained layoff procedure or the newly developed written policy when eliminating positions or laying off tenured teachers.
