Expands school enrollment rights by allowing students to continue attending school pending residency hearings and requiring immediate enrollment of students transferring from Unified School Districts #1 or #2 back to their previous schools.

Modifies voluntary termination rules so that students age 17 or older (instead of 16+) who voluntarily leave a school district may be denied accommodations for up to 90 days, unless they seek readmission within 10 days in which case they must be enrolled within 3 days.

Requires schools to notify previous schools of student transfers within two business days and to transfer education records within ten days; establishes a 30-day deadline for crediting students' prior instruction from Unified School Districts #1 or #2.

Allows expulsion of students who commit expellable offenses and are committed to juvenile detention or residential placement, with the expulsion period running concurrently with the commitment period.

Prohibits school districts from expelling students for additional time after they return from juvenile detention or residential placement if they were not expelled during that period, enabling their reentry into the district.
