Removes prepaid wireless telephone service from the monthly subscriber fee structure under section 16-256g, effective January 1, 2012.

Establishes a new 50-cent prepaid wireless E 9-1-1 fee collected at point of sale for each retail transaction of prepaid wireless telecommunications service.

Requires sellers of prepaid wireless service to collect the fee from consumers, disclose it on invoices or receipts, and remit collected fees to the State Treasurer within 30 days, with sellers retaining 1 percent of collected fees.

Adds revenues from the prepaid wireless E 9-1-1 fee to the Enhanced 9-1-1 Telecommunications Fund alongside existing fees from local telephone, commercial mobile radio, and VOIP services.

Provides liability protections for prepaid wireless service providers and sellers related to E 9-1-1 service provision or failure to provide such service, and for assistance provided to law enforcement.
