Amends Connecticut General Statutes Section 7-473c(d)(7) regarding municipal binding arbitration procedures, effective October 1, 2011.

Prohibits parties from using joint stipulations to modify, defer, or waive any time period requirements for filing documents in municipal binding arbitration proceedings.

Allows parties to jointly modify, defer, or waive other provisions of the arbitration subsection through stipulation, but excludes time-related filing requirements from this flexibility.

Establishes rigid timelines for completion of municipal binding arbitrations by preventing parties from extending or altering mandatory filing deadlines through agreement.
