Enacts the "Agreement Among the States to Elect the President by National Popular Vote" into law, allowing Connecticut to join other states in this interstate agreement.

Requires member states to conduct state-wide popular elections for President and Vice President and appoint presidential electors based on the national popular vote winner across all member states.

Agreement takes effect once states cumulatively possessing a majority of electoral votes (270) have enacted it in substantially the same form.

Member states must share official vote counts with each other within 24 hours of determining results and treat counts as conclusive by the federal deadline for electoral vote certification.

Agreement terminates if the Electoral College is abolished; member states may withdraw except during the final six months of a presidential term.
