HB 6335 - Campaign Finance Law Revisions

• Expands contribution exemptions by increasing limits on voluntary in-kind contributions (food, beverages, invitations) from $200 to $400 per candidate per election, and from $400 to $800 for party or slate committees annually.

• Eliminates separate filing requirements for state central committees and consolidates campaign finance reporting procedures for all committees, effective January 1, 2012.

• Requires weekly supplemental campaign finance statements for all candidate committees in primary and general election campaigns with at least one participating Citizens' Election Program candidate, replacing previous threshold-based supplemental filing requirements.

• Establishes organizational expenditure limits for party committees: $50,000 for Governor general election, $35,000 for statewide offices, $13,500 for town committees supporting statewide candidates, and $3,500-$10,000 for state senators and representatives.

• Clarifies Citizens' Election Program provisions including grant eligibility for unopposed candidates, supplemental grants for minor/petitioning party candidates exceeding vote thresholds, and lawn sign inventory reductions of $250-$2,500 from grant amounts.
