Repeals and replaces the statute of repose for product liability claims, establishing a three-year statute of limitations from when injury, death, or property damage is discovered or should have been discovered.

Sets a ten-year limit from when a defendant last parted with possession of the product, with exceptions for asbestos-related claims.

Allows asbestos-related personal injury or death claims to be brought up to eighty years from last contact with or exposure to asbestos, and property damage claims up to thirty years from last contact.

Permits exceptions to the ten-year repose period for claimants not entitled to workers' compensation who can prove harm occurred during the product's useful safe life, or when there is intentional misrepresentation or fraudulent concealment by the product seller.

Applies to all product liability claims brought on or after October 1, 1979, and to any cause of action arising from asbestos exposure occurring before, on, or after the effective date.
