Requires all municipal police departments and the Department of Public Safety to adopt eyewitness identification procedures for photo and live lineups by January 1, 2012

Mandates that identification procedures include: blind or blinded administrators when practicable, advance warnings to witnesses that the suspect may not be in the lineup, a minimum of 5 fillers in photo lineups and 4 in live lineups, and no suggestive statements or information about suspect position

Requires written documentation of all identification procedures including witness statements of certainty, names of persons present, date and time, and identification information on all lineup participants

Establishes an Eyewitness Identification Task Force to study sequential lineup methods and their use in other states, with findings due to the judiciary committee by April 1, 2012

Prohibits showing witnesses information about prior arrests and requires different fillers when the same witness views multiple lineups in connection with the same offense
