Establishes that the Department of Social Services administers temporary family assistance with benefits limited to 21 months, except as provided in subsections (b) and (c).

Defines "family" to include a pregnant woman, or a parent/parents/other caretaker relative with at least one child under age 18 (or under 19 if a full-time secondary student).

Sets payment standard for families headed by nonparent caretaker relatives who are legal guardians at 75% of the prevailing foster care rate paid by the Department of Children and Families for the equivalent number of children.

Allows the Commissioner of Social Services to operate portions of the program as solely state-funded if necessary to avoid federal fiscal penalties.

Takes effect July 1, 2011.
