Expands grounds for denying or disciplining practitioner controlled substance registrations to include suspension, revocation, expiration, or disciplinary action against any professional license held by the practitioner.

Requires proof of valid professional licensure for issuing, maintaining, and renewing controlled substance registrations, with additional public interest considerations including diversion control, compliance with laws, and false information submission.
