• Changes universal product coding inspection and exemption fees from one-time payments to annual fees ($315 for retail spaces under 20,000 square feet; $625 for 20,000 square feet or more).

• Establishes new licensing requirements for food manufacturing establishments, defined as buildings where packaged food is prepared, processed, packaged, or stored for wholesale distribution.

• Requires food manufacturing establishments to obtain a license from the Commissioner of Consumer Protection and pay an annual license fee of $20.

• Exempts facilities licensed as food vendors, frozen dessert vendors, and those under chapters 419a and 430 from food manufacturing establishment licensing requirements.

• Adds provisions requiring zoning approval certificates before issuing new licenses for bakeries and food manufacturing establishments, and updates penalties to include civil penalties of up to $500 for violations.
