Authorizes the Commissioner of Social Services to develop and implement a Medicaid electronic health record incentive program to provide payments to hospitals and health care providers that adopt and meaningfully use electronic health records.

Establishes a process for hospitals and health care providers to request administrative hearings to contest adverse decisions regarding eligibility for incentive payments, payment amounts, or meaningful use criteria, in accordance with federal regulations (42 CFR 495.370).

Defines "hospital" and "other health care provider" for purposes of the Medicaid electronic health record incentive program, including any state-licensed or certified health care facility that contracts with the Department of Social Services.

Expands the definition of acceptable methods for agency return receipts to include electronic and digital delivery methods recognized by the United States Postal Service, in addition to certified mail with return receipt requested.
