Extends Medicaid eligibility to persons ages 19-25 who were in foster care under the Commissioner of Children and Families on or after their eighteenth birthday and received Medicaid while in foster care, effective July 1, 2011.

Maintains existing medical assistance eligibility standards at 143% of the temporary family assistance program benefit amount, pending approval of a federal waiver for federal financial participation.

Provides medical assistance to children under supervision of the Commissioner of Children and Families and children in the Department of Developmental Services voluntary services program who are not otherwise eligible for Medicaid.

Requires the Commissioner of Social Services to provide Early and Periodic Screening, Diagnostic and Treatment program services to all persons under age 21 who are eligible for medical assistance.

Establishes that the Commissioner of Social Services shall seek federal waiver approval to permit Medicaid coverage for families with incomes up to 143% of the temporary family assistance program payment standard.
