Prohibits operating a motor vehicle while using a hand-held mobile telephone to engage in a call or while using a mobile electronic device; typing, sending, or reading text messages is also prohibited while the vehicle is in motion.

Exempts emergency calls, peace officers/firefighters/ambulance operators performing official duties, armed forces members operating military vehicles, and hands-free mobile telephone use from the prohibition.

Imposes stricter penalties: first violation results in a $100 fine; second or subsequent violations result in fines up to $500 (replacing previous penalties of $150 and $200).

Authorizes law enforcement to immediately suspend an operator's license or nonresident operating privilege for 24 hours upon issuing a summons for a second or subsequent violation.

Prohibits all hand-held mobile telephone and mobile electronic device use by school bus drivers carrying passengers, except for emergency calls to school officials, and bans all hand-held mobile telephone use by drivers under 18 years old except in emergencies.
