Creates a new criminal offense for failure to report a crime when a person witnesses murder, assault, sexual assault, or child physical abuse and does not report it to law enforcement as soon as reasonably practicable.

Establishes affirmative defenses when the defendant reasonably believed reporting would expose them or another person to substantial physical injury, or when another person had already reported the crime.

Allows an affirmative defense if the defendant took action to stop the commission or completion of the crime.

Classifies failure to report a crime as a Class A misdemeanor.

Takes effect October 1, 2011.
