Allows registered nurses (IV therapy nurses) in chronic and convalescent nursing homes and rest homes with nursing supervision to administer peripherally-inserted central catheters as part of the facility's IV therapy program, effective October 1, 2011.

Defines IV therapy nurse as a registered nurse qualified by education, training, and demonstrated proficiency in the theoretical and clinical aspects of IV therapy.

Defines IV therapy as introduction of sterile solutions (50 milliliters or more) or drug-added solutions into the bloodstream through a vein for correcting fluid/electrolyte imbalances, providing nutrition, and delivering antibiotics and other therapeutic agents approved by the facility's medical staff.

Requires the Department of Public Health to adopt regulations to implement and oversee IV therapy programs in nursing homes and rest homes with nursing supervision.
