Restructures the Connecticut Medical Examining Board from 15 members appointed by the Governor to a board with appointments distributed among the Governor (7 members), legislative leaders, and patient advocacy groups, effective January 1, 2012.

Reduces the timeframe for referring disciplinary charges to medical hearing panels from 60 days to 30 days and requires panels to file proposed decisions within 90 days instead of 120 days.

Adds authority for the board to refer charges to the Chief State's Attorney if criminal statutes may have been violated.

Reduces the timeframe for the board to act on hearing panel decisions from 90 days to 60 days.

Extends liability protections and indemnification to persons making complaints or providing information in disciplinary proceedings against healthcare practitioners.
