Requires all new one and two-family homes with building permits issued on or after January 1, 2013 to install an automatic fire extinguishing system approved by the State Fire Marshal on each floor.

Expands existing automatic fire extinguishing system requirements for buildings with more than four stories, educational occupancies, hotels/motels, elderly residential buildings, and nursing homes.

Prohibits building inspectors from issuing permits or allowing occupancy unless required fire extinguishing systems are included in approved plans and installed and operational.

Establishes civil penalties of up to $1,000 per day for violations, enforceable by the Attorney General upon request of the State Fire Marshal.

Effective date of October 1, 2011 for amendments to statutes 29-315 and 10a-194i regarding the loan program for nursing homes to install fire extinguishing systems.
