Delays the establishment of the Department on Aging from July 1, 2011 to July 1, 2013.

The Department of Social Services shall continue administering aging programs until the Commissioner on Aging is appointed and administrative staff are hired.

The Governor may transfer funds between the Department of Social Services and the Department on Aging with Finance Advisory Committee approval during the fiscal year ending June 30, 2014.

Removes the Department on Aging as a successor department to the Department of Income Maintenance and Department of Human Resources, effective July 1, 2013.

All orders and regulations in force on July 1, 2013 shall continue in effect until amended, repealed, or superseded by law.
