Appropriates approximately $18.4 billion from the General Fund for FY 2011-2012 and $18.8 billion for FY 2012-2013, covering all state agencies across legislative, executive, judicial, education, health, human services, corrections, and other functions effective July 1, 2011.

Includes $1 billion per year in anticipated labor-management savings from negotiations with the State Employees Bargaining Unit Coalition (SEBAC), along with additional unallocated lapses and personal services/other expense reductions totaling over $119 million annually.

Appropriates approximately $1.3 billion annually from the Special Transportation Fund for the Department of Transportation (including $145–$156 million for rail operations and $135–$139 million for bus operations), the Department of Motor Vehicles, debt service, and fringe benefits.

Sets education equalization grants at approximately $1.89 billion per year for each town and funds major human services programs including $4.6–$4.7 billion annually for Medicaid and over $1 billion annually for the Department of Developmental Services.

Includes boilerplate provisions authorizing the Governor and Office of Policy and Management to transfer funds between agencies to maximize federal matching, carry forward unexpended balances for specified programs, and cap agency staffing at legislatively recommended levels.
