Appropriates $355,195,000 from the General Fund for fiscal year ending June 30, 2011, including $277,000,000 for Department of Social Services (primarily $256,000,000 for Medicaid), $57,250,000 for Department of Mental Health and Addiction Services, and $9,000,000 for Department of Public Safety.

Reduces Reserve for Salary Adjustments by $26,000,000 from prior appropriations.

Reduces Debt Service funding by $4,000,000 from the Special Transportation Fund.

Appropriates $4,000,000 from the Special Transportation Fund for Department of Transportation Personal Services.

Repeals subdivision (11) of subsection (f) of section 17b-340 of the general statutes.
