Establishes an economic development grants program under the Commissioner of Economic and Community Development, effective July 1, 2011, to provide grants for small business incubators, hydrogen and fuel cell industries, supply chain integration, workforce training, marine and maritime industries, nanotechnology research, and technical business assistance.

Allows the Department of Economic and Community Development to contract with private entities to operate the grants program through a request for proposal or competitive award process.

Allocates $1 million in bond proceeds to the Connecticut Center for Advanced Technology for advancement of hydrogen and fuel cell industries and related manufacturing initiatives.

Designates $2 million in bond proceeds for a pilot program making grants to businesses in manufacturing-focused areas of the state for construction, renovation, or improvement of small manufacturing facilities, with matching requirements from businesses, municipalities, or other financing entities.

Repeals previous sections 32-9ww, 32-237, and 32-348, and consolidates small business incubator program provisions into the new unified economic development grants program.
