Transfers all responsibilities of the Division of Special Revenue from the Department of Revenue Services to the Department of Consumer Protection, effective July 1, 2011, including regulation of gaming, lottery, pari-mutuel betting, and bingo operations.

Consolidates the independent Office of Consumer Counsel into the Department of Consumer Protection, eliminating the separate office and transferring its utility consumer advocacy functions to the department.

Moves the Office of the Healthcare Advocate from the Insurance Department into the Department of Consumer Protection, maintaining its role in assisting health insurance consumers with plan selection, complaints, and appeals.

Transfers the State Board of Accountancy to the Department of Consumer Protection for administrative purposes while maintaining the board's independent licensing and disciplinary authority over certified public accountants.

Updates references throughout the General Statutes to replace "executive director of the Division of Special Revenue" with "Commissioner of Consumer Protection" and consolidates related gaming and consumer protection functions under one department.
