Individual health insurance policies must cover medically necessary early intervention services for children from birth until age three, with a maximum benefit of $6,400 per child per year and $19,200 aggregate over three years, effective January 1, 2012.

Group health insurance policies must provide the same early intervention services coverage for children birth to age three with identical benefit limits, except children with autism spectrum disorders receive up to $50,000 per year and $150,000 aggregate over three years, effective January 1, 2012.

No health insurance policy may impose coinsurance, copayments, deductibles, or other out-of-pocket expenses for early intervention services, except high deductible health plans are exempt from the deductible limits.

The Connecticut Lottery Corporation must transfer $1.9 million annually to the chronic gamblers treatment rehabilitation account for fiscal years 2010-2011, increasing to $1.9 million for fiscal year 2012 and thereafter, effective July 1, 2011.
