Establishes a State Board of Examiners of Stormwater Professionals with eleven members (including the Commissioner of Environmental Protection as chair) to oversee licensing and regulation of stormwater professionals.

Requires applicants to have either eight years of stormwater work experience (including four years in responsible charge) plus a related degree, or fourteen years of experience (including seven years in responsible charge), and pass a written examination costing $235.

Licensed stormwater professionals must pay an annual license renewal fee of $250 due July first each year beginning the year following license issuance.

Allows licensed stormwater professionals to verify stormwater permit applications comply with applicable regulations to municipal zoning, planning, and wetland agencies, with verification automatically accepted unless the professional is under investigation or audit.

Restricts the Commissioner of Environmental Protection's review of impacts to protected species and habitat to stormwater permit applications where private applicants receive state funding exceeding one million dollars.
