Allows employers to pay wages using payroll cards, in addition to cash, checks, or direct deposit, effective October 1, 2011.

Requires employers to obtain written or electronic consent from employees hired before October 1, 2011, before requiring direct deposit or payroll card payments; employees hired after that date must be offered a choice between direct deposit to a personal account or payroll card.

Prohibits employers and card issuers from charging employees any fees related to payroll cards during employment and for 60 days after termination, including fees for loading wages, maintaining accounts, issuing cards, or inactivity.

Mandates employees receive at least two free withdrawals or transfers per week without charge and must have free access to account balance information; requires employers to provide clear notice of all payroll card terms, conditions, and fees.

Allows employees to switch to direct deposit into a personal account at any time without penalty, and requires the switch to begin within 14 days of the employee's request and submission of account information.
