Repeals the long-range state housing plan requirement under Section 8-37t and replaces it with a requirement to prepare a state's consolidated plan for housing and community development in accordance with 24 CFR Part 91 (effective October 1, 2011).

Updates references throughout the Connecticut General Statutes from "housing plan" or "long-range state housing plan" to "state's consolidated plan for housing and community development" in sections governing zoning regulations, conservation and development plans, housing authority operations, federal housing funding allocation, environmental impact evaluations, and major state plans.

Requires zoning regulations to encourage development of housing opportunities including multifamily dwellings and to promote housing choice and economic diversity consistent with the consolidated plan for housing and community development.

Maintains the requirement that the Connecticut Housing Finance Authority submit annual twelve-month operating plans consistent with the consolidated plan for housing and community development.

Directs federal housing assistance funding allocated at the state level to be distributed according to the consolidated plan for housing and community development to reflect housing needs and resources across all parts of the state.
