Prohibits local and regional boards of education from charging student activity fees to students who do not participate in athletic activities or extracurricular activities funded by those fees, effective July 1, 2011

Prohibits school districts from charging any fees to students who demonstrate an inability to pay such fees

Updates terminology in Section 10-221 of the general statutes from "boards" to "local and regional boards of education" and from "pupils" to "students" throughout

Maintains existing authority for school districts to charge students for damaged or lost textbooks, library materials, and other educational materials
